and other members of the Collegium of the W.P.I.

I very much regret that Tsyurupa did not manage to do any work in the Workers’ and Peasants’ Inspection.[1] I am afraid that the work is not quite rightly organised. The type of work is individual investigations and reports. This is old hat. But there is no reorganisation of the machinery or its improvement. There are no model staffs composed entirely of Communists, or entirely of students of Schools of Soviet and Party Work; there are no systematically worked-out rates of work, which might be applied to other departments; there are no systematic statistical studies of what Soviet employees can do in this or that branch of government in the course of a week, and so forth.

I had constantly hoped that the influx of new people into the Collegium of the W.P.I. would liven up the work, but from my questioning of Stalin I have not been able to see this. Please write to me, and then we shall organise a meeting, if necessary. You have a staff of 8,000 instead of 9,000. Would it not be possible to cut it down to 2,000, with salaries for 6,000 (i.e., to treble the payment) and improve their qualifications?

If Avanesov arrives soon, show this to him too.
