“It is true that bureaucracy is not an evil which is exclusively ours. Bureaucracy existed under capitalism. Bureaucracy is a vice which threatens socialist revolutions as well as it threatens capitalists. But the socialist revolutions must know how to take measures to prevent this evil from becoming enthroned and causing all the damage it is capable of ...
“We firmly believe that the men at the head of administrative organizations in theprovinces must be revolutionaries even if they are not technicians. When we can have a combination of a technician and a revolutionary, that is better. But when there is no revolutionary technician to take charge of that post, then we must have a revolutionary cadre even if he is not a technician ...
“We are not talking about being a good man, or a decent man. Something more is needed than to be good and decent. It is necessary to be capable and to have a revolutionary attitude towards problems, dynamism, a firm spirit in the fage of difficulties, a spirit of cooperation with other organizations, and above all with the party, to allow oneself to be helped by the party.”
