Because they refuse to work with the commissar appointed by the Soviet of People's Commissars, the chairman .... and the members of the All-Russian Commission on Elections to the Constituent Assembly . . . . are dismissed. . . . .
Until the appointment of new members all matters relating to the All-Russian Commission on Elections to the Constituent Assembly will be handled by M. Uritsky.
