In consideration of the higher Palestinian national interest including , a national unity, the dangers our Palestinian people are facing as well as underway Israeli unilateral plans; settlement, Apartheid Wall, likely disengagement from the West Bank, and on basis of the Cairo-based Palestinian national dialogue , the Palestinian prisoners, present a ‘document of national reconciliation’ to the ‘steadfast’ Palestinian people, President Mahmoud Abbas, Prime Minister, Ismail Haniya, the Palestinian Legislative Council, all political and Islamic factions and all local NGOs, looking forward that such a document would be approved as a basis for a national reconciliation.
“The Palestinian people inside and in the Diaspora, are seeking a liberation of their occupied territories, a restoration of their rights to freedom, return and independence and a self-determination on their national soil with Jerusalem as a capital of their statehood on the 1967 borders, based on the United Nations Charter, the International Law plus other international legitimacy resolutions”, the document states.
It calls for expediting the completion of what had been agreed upon on May2005 dialogue among the various Palestinian factions, mainly reactivating the Palestine Liberation Organization (PLO) by including both Hamas and the Islamic Jihad to which, considering the PLO as the sole representative of the Palestinian people wherever they are, on democratic basis, so that the PLO can assume responsibilities properly.
“The Palestinian national interest requires establishment of a new Palestinian national council by 2006, in which all Palestinian Islamic and national forces are represented to maintain PLO as the sole representative of the Palestinian people at both the internal and external levels”, it maintains.
The Palestinian people have the right to resist the Israeli occupation in the lands Israel occupied in 1967, as well as the right to negotiate with Israel regarding such borders.
Hence, there should be a comprehensive political plan under a unified Palestinian policy line, based on the international legitimacy resolutions, so that the Palestinian people and their authority could ensure international/Islamic/Arab support, while facing Israeli unilateral plans, the document suggests.
It calls for the protection and bolstering of the Palestinian National Authority for being the foundation of the future Palestinian state. Therefore, the Palestinian people should bid respect to the authority’s president and government.
In addition, both the presidency and the cabinet should coordinate efforts to overcome any differences on basis of dialogue, the temporary institution’ items as well as the jurisdiction else, in a way that enhances the rule of law, it makes clear.
The document also calls for forming a national unity government that includes all Palestinian parties’ parliamentary blocs, especially Fatah and Hamas, within a common platform capable of facing underway political challenges, poverty and unemployment that have been resulting from the Israeli occupation aggression against the Palestinian people.
As for the negotiations with Israel, it confirms, President of the Palestinian Authority is responsible exclusively for such a profile, yet when it comes to any final agreements, the Palestinian National Council should approve it or the entire Palestinian people should have their say within a referendum.
The release of Palestinian prisoners, the document says, is a sacred national duty, therefore, all national and Islamic factions and by all possible means, should assume in cooperation with the Palestinian National Authority, the Palestinian President, the Palestinian cabinet, the Palestinian Legislative Council and other resistance parties.
With respect to the Palestinian refugees, the document calls for convening a refugee conference on the essence of sticking to the right of return and working out implementation of the United Nations General Assembly resolution 194 regarding the Palestinian refugees’ right to return or compensation for the lands of historical Palestine (now Israel), hundreds of thousands of Palestinians were expelled from in 1948.
It also calls for forming a unified Palestinian resistance front to resist the Israeli occupation, promoting the concept of smooth power rotation in the framework of the rule of law and protecting women rights on basis of equality.
The Palestinian prisoners reject and condemn the unfair siege being imposed on the Palestinian people by the United States and Israel, and call on the Arab nation at the official and popular levels to back the Palestinian people and their authority politically and financially in accordance with Arab summits’ resolutions.
According to the document, the entire Palestinian people is invited to launch a national dialogue to unite and back the Palestinian National Authority in the face of the Israeli aggression and the interference by outside bodies into Palestinian internal affairs. A part of such a dialogue, the parties concerned should agree on common resistance framework to encounter the Israeli occupation.
The document also calls for reforming the Palestinian security establishment to best maintain law and order across the occupied Palestinian territories by eliminating all forms of anarchy and security laps in streets, on basis of coordination and cooperation amongst the various bodies including the resistance factions.
To achieve such a purpose, the Palestinian legislative council should pass related bills, the document suggests.
With respect to backing by international solidarity movements and peace lovers worldwide to the Palestinian people, the prisoners reconciliation document calls for working on implementing the August2004 advisory opinion of the International Court of Justice in the Hague, to tear down the Israeli Apartheid Wall and compensate those affected by its construction on Palestinian-owned lands in the West Bank.
